Actually, the cat isn’t really waving, it’s more like pulling in money or good fortune with it. That’s why you often see it near an entrance or near a cash register. It’s called a Maneki Neko: http://en.wikipedia.org/wiki/Maneki_Neko

Thanks a lot for the link! I’d have loved to set up the U.S. shop way earlier, but hadn’t figured out that’s even possible. (There’s no hint, as far as I can tell, in one shop at allowing another regional shops. Now that’d be convenient!
